In an Ideal utopia would it be good if an unbiased government policed emotional bias?

I personally think it would be great because then liberals/conservatives would not be allowed to dismiss each other or call each other names/personal insults... Once that happens they would be both arrested and jailed. People on all sides would be forced to sit down and logically, factually discuss things diplomatically or be sent to re-education or prison alternatively.
