No, in the sense that the Republican Party is made up of far more groups, movements, and bases of voters than just the Tea Party. The Tea Party, while it did attract independents or some "blue dog" stylized democrats in it's early days, has always been a conservative movement. And, as a conservative movement, the major national party it most identified with and voted for were the Republican Party.
