true and false-it depends how you judge merit
Here's what often, even generally, happens. The college already knows what kind of mix they want. But using only objective criteria like test scores (and a few other measurements) they probably will be over-represented by some ethnic groups and under-represented by others. Or maybe too many of one gender, at least according to what their diversity goals are. So the college must resort to subjective criteria, where they can control the outcomes; who gets in and who doesn't. Subjective criteria, like having an "outgoing personality", can mean anything you want it to mean; therefore the college can manipulate the criteria until they get the mix they want. Definitely won't result in the best and brightest student body, but it will look politically correct.
My biggest problem is, there are careers where I want to know the people are the best and brightest available. These include medicine, engineering, and aviation, to name a few. I could care less what criteria a liberal arts college uses to select their students for majors like Women's Studies or Sociology, or even History majors. I don't care what criteria is used even for an MBA program. But there are some majors that should NEVER be compromised. Their students should always be chosen on academic merit.
