Between 2007-2015 there were multiple lawsuits regarding the throttling of the internet. Consumers paid for unlimited internet at XXMb/s. They were denied that service on the whim of ISP. I posted links previous to two suits I quickly found.
Since NN, I can only find one suit.
The point is, there was a reason for the law. It wasn't for the sake of making laws. But to answer your question, I don't have a number. But after a brief search, per the links previously posted, there were numerous issues.
"never in the history of the internet happened" - is a simply hyperbole that is completely incorrect after even the slightest bit of research.
If that was fraud, then the FTC would handle it. Didnt need new laws.
