They are trying to save themselves from irrelevancy, they have to offset their declining membership some how and they figured the best bet was to allow girls into a more active and outdoorsy alternative to the Girl Scouts. They made a business decision.
I can understand their need to fight the declining numbers in the their troops, but they could do something else other than cause waves with the girl scouts organization. I would be completely fine with both the groups working to combine their numbers, and create an entirely new organization that covers all of the necessary bases.
