Because South Korea is a US ally who has made it very clear they have no interest in joining Kim Jong Un's nasty little cult.
Maybe that's how they see it in Canada and China, but it's untrue.
No, the real problem is the psychotic, oppressive regime in Pyongyang who is totally unwilling to accept that the people of South Korea have no interest in being part of a hellhole.
North Korea isn't interested in a "settlement" where they don't get South Korea, and that is totally unacceptable.
