What punishment should Jeff Payne receive?

In YOUR opinion. If it were up to you. If you could create a new law, if necessary.

If you don't know who Jeff Payne is, he's the cop in Utah on the other side of the recent incident with the nurse. If you still don't know who who Jeff Payne is, Goggle is your friend, I am not.

Me: I do not see this as a jail-worthy offense. Sorry, I just don't. I would create a special law (not just for him, but any cop in a similar situation), if necessary, where he would be barred from ANY law enforcement related job for the rest of his life. Not just fired. Not just barred from being a police officer. But including barred from being a security guard, barred from an administrative law enforcement job, barred from teaching LE classes at a school or academy, barred from being a self-employed private investigator, barred from being a prison guard, barred from being a bounty hunter, and so on. Even barred from being a door greeter at Walmart if a door greeter also checks receipts of people on their way out. ANY job even remotely and loosely affiliated with any aspect of law enforcement.

He spent over 30 years on the job and has valuable experience. What he did was stupid and he should apologize and retire. But no need to pretend he is not an expert in some areas

Unless he was ordered to by immediate supervisor to arrest the nurse, he should be fired.

In my opinion he should be suspended with pay pending an investigation, and a trial if evidence supports it which it looks like. If he is convicted then prison or whatever punishment chosen plus being officially fired plus paying back the pay he received until his conviction.

He was ordered by the Watch Commander to go over Nurse Wubbel's decision and arrest her.

James Tracy, the Watch Commander, and Jeff Payne need to be retired (they should collect their pensions) and never be allowed to be a police officer or any kind of paramedic or first responder again.

Each should have to complete 120 hours community service at the UofU hospital under the direction of Nurse Wubbel.

Seems a little severe for a cop who served 30 years and yes did something stupid but no one was hurt

No jail time, but he should e fired. Then if can get another job, OK. But good luck to Mr. Payne on getting another job. After this Nurse sues the city/county his actions in this case it will cost the city/county MILLIONS..

I doubt another employer will take the chance and hire him for any job that requires police work or for him to carry a gun. I doubt any employer will want to chance being sued for millions if/when he flips out again.

Suspended without pay for at least 2 weeks. People throw around that "fire" word so easily. Someone on the force for 30 years, what else is he going to do? What, add another to the unemployment stats? Another foreclosure to deal with? What he did was wrong and he face some consequences, but being fired is extreme to me. Forced retirement maybe, but not fired.

That just covers what should be done. Like for example pay with leave is assuming innocent until proven guilty. An investigation would go first and a trial if deemed necessary, but little is known about why he did it, was he just being an asshole, was he ordered to by someone higher against his judgement? these fact play a role in the matter.

...and he also very possibly spent a great deal of that 30 years doing similar things, it just caught up with him now. Yeah, he has experience, good and bad. I don't believe he's not an expert in some areas, I'm sure he is. He's also not mentally equipped for law enforcement.

A police officer who abuses their power and breaks the law does more than break the law, they break the public's trust. We give them some leeway, and they should have some limited immunity (though not as much as they have now), but in return their punishments should be harsher because they broke the trust that we gave them.

I don't expect nobility from a common criminal. I do expect better from a police officer. Not perfection, but better.

I didn't know that. I would change mine to nothing if he was following orders. Just as the nurse was following orders.

My premise involves pending a conviction, too, and I neglected to add that. I also believe in suspended with pay pending an investigation. Innocent until proven guilty should be just a trendy slogan in a law book.

It appears he may have gotten an order from his watch commander to get that blood or arrest anyone that interferes. But it is still too early to tell. He may have confused who he was supposed to get blood from

It all depends on motive and evidence, if that theory is true, he likely will be punished but not severely, while his superior will. But facts outside the video are weak right now so everything now is speculation.

I don't have examples off the top of my head, but disgraced cops sometimes do get hired elsewhere as cops. Usually in smaller departments that are desperate for staff. That's why I say "barred".

You have no evidence he did a single thing wrong in 30 years on the streets. It's a little early for a crucifixion

Fired. And I know this sounds harsh but he should be charged with unlawful arrest/detainment. He can make his case in court. The fact he has 30 years of service makes it worse. He knew better.

Cops need to start being charged with unlawful detainment, especially when dealing with non-violent individuals.

The police are just citizens, and should be held to the same standards as any other citizen. What punishment would I receive if I went into a hospital and did this to a nurse?

Do you honestly believe he went 30 years as a little angel then snapped this one time? Seriously? If so, that's grossly naive. For someone so pious up to now, he sure knew how to be a bad cop when the one time came to be one.

There are reports of other incidents from him floating around, but I am not inclined to go look them up right now.

I'm sure they have, and you're right to have a selection with 'barred' included.

I just think nowadays, because of all the cameras, and social media, the 'rogue cop' is going to have a tougher time getting a job in law enforcement if he has been previously fired and disgraced.

This law suit against Salt Lake City is going to be a dozy.

Bingo! Yes, phrased much better than I did.

No, they're not "just citizens". They are citizens placed in positions of trust and authority and given levels of immunity for their behavior. Very unlike other citizens.

I'm with ya. It's amazing to me that so many cops are still getting caught doing crap like this. Especially when they're the ones wearing the cameras!
