What punishment should Jeff Payne receive?

He should be, and has been, fired. Given the qualified immunity that all cops get I seriously doubt he'll be brought up on criminal charges. The nurse should probably pursue a 1983 civil suit against him in Federal court where she might well win.
 
If I were the nurse, I would sit down with my supervisor and Jeff Payne and his supervisor, and have a serious talk about procedure, after which I would shake hands with everyone involved.

I wouldn't be too hopeful. Arrogant people like this cop aren't prone to being compromising and reasonable, unless forced. If he were the incident wouldn't have happened to begin with.
 
He spent over 30 years on the job and has valuable experience. What he did was stupid and he should apologize and retire. But no need to pretend he is not an expert in some areas

A dangerous expert, no loss. An asshat that abused his authority AND was wrong.

ANd not his first offense.
