That is just a truly stupid statement.
Sure liars do, especially after claiming the notes to be contemporaneous. Note how his narrative quickly changed about the President atempting to obstruct justice when Trump put out the idea that the conversation might have been recorded. Then he lies about his middle of the night epiphany (although the way he lawyerly phrased it, he could maybe weasel out of it ), he has also lied under oath about the requirement of intent with regard to all the various and sundry national security violations by ol Thunder thighs, Cankles, herself...of which, in any case there was undeniable proof of intent.
His lies, under oath mind you, are numerous and should be prosecuted as he, as at least equal to anybody else in his law enforcement position, should well have known.
You are seriously questioning Comey's entire testimony which he did under oath with the whole world watching and every politician in Congress? You think the FBI director purposely came up with a conspiracy theory to make up fake notes in order to say that Trump wasn't under investigation? His narrative didn't change about the tapes. He never claimed Trump obstructed justice, just that there is a high probability of it, and he probably still thinks that. He said he hopes there are tapes so that they can corroborate what he said. Trump was the one who was scared of these tapes.
