The terms are cold-war left-overs, but I know what you meant, what everyone means when they say 'third world' and 'first world'.

Fortunately Gennady Zyuganov can never get over 24% of votes on any election, while Vladimir Putin never gets less then 55%. Thus, the Cold War is indeed gone.

Is 9k USD per capita truly first world, keeping in mind that the OECD minimum GDP per capita is around 16k USD?

The Russian economy is in shambles directly due to Putin's actions, even if you credit him for developing/harvesting the low hanging fruit of petrochemicals/oil/gas production when the prices for such were through the roof.
 
He is one of the best leaders of Russia. Under his rule, Russia became a First World nation.
Under his rule, independent and investigative media has disappeared. Over 54 journalists have been murdered during Putin's presidential tenure. Putin's United Russia party holds 77% of the seats in the State Duma. This is a super-majority which means that no combination of minority bloc votes can stop/defeat United Russia party legislation (a rubber stamp legislature). There is no true judicial independence in Putin's Russia. Government and corporate corruption and cronyism are endemic. One cannot get a doctor's appointment without a bribe etc. Everyone has a dash-cam to videotape shakedowns by traffic cops. The technocrats (educated people) that make the Putin regime hum are located in the Moscow and St. Petersburg metro areas. One you get beyond these cities, poverty is widespread and especially crushing in rural areas. Russia has a negative birth rate, and very high rates of alcoholism, drug abuse, domestic violence, and AIDS/HIV (doubling every year). Military deaths in Ukraine and Syria are state secrets. Burials are at night and the family receives £30,000 in insurance compensation and a warning that the family not discuss the death with anyone.
 
I believe Putin would be a better POTUS than Trumpski ..........
 
Russia's income per capita is $27,215 by price parity. Which is less then $57,220 in USA, but still First World.

After you adjust for PPP, it's ~$24.4k; trading economics has it even lower at ~$23.8k (barely at par with or even beneath beleaguered Greece!).

Mind that's with 2015 data; no doubt it's worsened still as Russia's economy has declined since then and continues to decline, while inflation remains relatively high. If it's to be considered 1st world, it is certainly on the fringes of that since the embargos and collapse in the price of oil.

As someone who lived through most of the Cold War. Who as a kid was told to hide under desks during Nuclear Bomb drills in school. Who knew guys who died in Vietnam. And who cheered when the old USSR collapsed.

Now seeing Putin trying, and thanks to Trump might actually succeed in bringing back the USSR? Which was truly an 'evil empire'. No thank you. Mr. Putin should die a slow agonizing death.

The USSR's sins were worse... Much worse. Of course I'm an old time conservative so I never liked Communism. Today's so called conservative worships Trump who happily bends over for Putin. So i don't know anymore.

I am a Jew from USSR. I do not consider myself either Russian or American.
 
The GDP of Russia is less than either Italy, California, or Texas.

Think of that. A nation that spans 7 time zones and is blessed with abundant natural resources has a GDP less than that of Texas.

10% of the population control a staggering 85% of wealth in Russia. Four out of five Russians have less than $10,000 in wealth.

That ... is what the Putin government brings to the table. Profuse mismanagement, endemic corruption, rampant inequality, and sweeping poverty.
