He thought we were decadent western pigs who would roll over and let him annex South Korea.
 
Premier Kim Il-sung did not realize what USA is capable off. He thought that USA would fight a war in accordance with Geneva Conventions and not target civilians.

North Korea doesn't give a damn about the Geneva Convention.

They did break Geneva Convention by killing American POWs. But they were 100% certain that USA would keep Geneva Conventions and not target civilians.

More likely then not, North Korea never expected the civilian losses inflicted in the war.

Vietnamese leader Ho Chi Minh said "You can kill 10 of my men for every one I kill of yours, yet even at those odds, you will lose and I will win." He also misunderstood the cost of the war with USA.

Anyone who was indoctrinated to believe senator McCarthy was a bad man should read the declassified Project Venona files, and correlate them to everything McCarthy said and did.

I am just stating that Premier Kim Il-sung did not realize American attitude toward human rights in general. USA has a very long history of disregarding human rights.
