No the primary role of immigration is not to benefit citizens. The primary role of immigration is to give a limited number of people (depending on the country's immigration laws) the opportunity to move to a country which is desirable for one reason or another.

The objective of immigration laws is to facilitate this without letting the existing population be overrun by people with different values, and result in a loss of culture.

The problem is that the huge influx of peoples entering this country allowed by the politicians, does not follow that path!
Consider Minnesota: Two allies benefitted from the Somolian invasion to this Northern state. The Democratic party
seeing votes from these type groups were only too happy to approve this phenomenon. Their partner in crime the Lutheran
Church claiming IMO idealistic motives sponsored Somalian entry for monetary reasons. I don't think the church folk thought
they would be able to change Muslims into avid Lutheran worshippers who would assimilate, I think the money offered from
the Obama & Bush administrations made them willing accomplices.
