Depending on the specifics of that communication, it ranges from questionable to potentially illegal.
But the information I have indicates Flynn basically told the Russian ambassador to disregard US sanctions against Russia under Obama, because they would shortly be taking over.
This undermined the authority of the sitting president.
I'm not sure how accurate this is, nor how bad that is legally.
But it doesn't seem like the right thing to have done.
