They have the right to vote in primaries plus they're bound by federal law and pay federal taxes so why not also give them the right to vote in general presidential elections while they're at it? Currently, Puerto Rico's representation comes from a board of directors which the residents of Puerto Rico do not get to vote for. In fact, only one of them has to live on the island.
