As you probably know there is more than one way for Mexico to pay without sending us a check. For example we could add a $1-2 a barrel tariff on their oil exports to us. We could bill them for the services we provide to their citizens in the U.S. etc.

This is the US Government, we have shown that we can get far more creative that than when it comes to cooking the books and/or redefining words.
 
Of course, Donald Trump will build the wall. Didn't he give the students at Trump University the best educational experience of their life? Didn't he meet all the promises made to the suckers who invested in his bankruptcies? Didn't vendors and employees who extended credit to Donald Trump or expected a paycheck always get paid?

Well, maybe a wall will get built if Donald doesn't find a way to make money by not building a wall.
