You got to admit,wanting a drawing of a terrorist attack is rather suspicious behaviour.
Just like if someone wants a drawing of a grown man lying naked in a bed filled naked children.
As an owner of catering service,I've gotten some wierd requests, (usailly involving sexual organs and kinky sex)but I've never seen anything like Moderate Rights scenerio.

Well a picture of a grown man lying naked in a bed filled with naked children is likely going to be kiddie porn, and that in and of itself IS illegal. So putting that picture on a cake would in fact indicate illegal activity.

I don't know anyone who'd want to put something like that on a cake, but I could see some smarmy smartass trying at one point. I'm sure people have put racist crap on cakes, would a cake with a burning cross on it be something to report to cops?

I don't know. In the end, if someone is really going through the actual motions of being a terrorist and actively pursuing acts of violence, we have enough organizations now from the FBI/CIA, HLS, NSA, etc. to have them on file somewhere. So less there is something to indicate criminal intent/activity, I don't think there is much need to run to the government.

I think in this day and age people are willing to report suspicious behaviour.
That does not mean if they don't the reason is because they don't want to discriminate.

I think the question assumes you are genuinely concerned with either what the cake has on it or what the cake buyers said or something beyond "here's a cake requested by some Muslims". It assumes that you are actually worried and in that case, certainly you should report it, while making the cake.
