Because of gerrymandering. Look at FLorida. We have 2 districts drawn to ensure black representation because democrats and republicans made a deal for it.

America’s most gerrymandered congressional districts - The Washington Post

You can't possibly claim that every single one of the 58 congressional districts that is majority minority is majority minority because of gerrymandering. For one thing, D.C. is one of those congressional districts, and you can't exactly gerrymander the District of Columbia.

DC doesnt have a congressional district, just a at large rep, but no Im not arguing every minority represented district is gerrymandered. Its simply a common solution to the fact that all states have majority white populations. Which is one reason only 8% of the congress is black. 2% of the Senate. Same reason why minority ideologies arent represented either. In a majority wins system, the majority is white democrats or republicans.

You claimed that:

If its drawn by population, whites will always win, since they are a majority in any given district.

when this plainly isn't true. You also assume that people are only going to vote for members of the same race.

Racism is so easily continued legally speaking though that it'll never be eradicated. White progressives are racist for example but they don't formally profess to be, they simply align their lives on a socioeconomic racist level yet not "officially" which essentially has meant that they get to be the "good guys" while conservative whites who haven't learned to do this or simply refuse are left as the "bad guys" because they formally aren't all too covert about it in where they align their socioeconomics.

Not only, but most of the time, yes. And since whites are most of the population, that equals whites winning. Which again, is one of the reasons only 8% of the conrgess is Black.
