Is it your contention that racism and racial bigotry are the same thing? If not, what are the differences.
Racism:
1: a belief that race is the primary determinant of human traits and capacities and that racial differences produce an inherent superiority of a particular race
2: racial prejudice or discrimination
Bigotry:
1: the state of mind of a bigot
2: acts or beliefs characteristic of a bigot

Put them together and its about a person (note that it uses the singular form in bigotry definition, not plural) that believes or has the state of mind that race is the primary detriment of human traits and capacities and that racial differences produce an inherent superiority of a particular race.
Also there are only two types of laws that is about race in the USA.
First one is Affirmative Action. In this one minorities are favored over the majority. However it includes ALL minorities and not just race. But race is a big part of it.
The other type of laws that is about race is Hate Crimes. Where people are charged with two crimes for committing one crime. It was supposed to be designed to prevent crimes based on race and other hateful actions. (but for this discussion we'll focus on the race part) In reality it perpetuates racism for the simple fact that it incenses people every time they see an instance (perceived or real) of a hate crime.
Every other law out there in todays day and age has nothing to do with racism in any degree of rational thought. Yet there are many who fully believe that certain laws were made specifically to target X race. Reality of it is that they don't target any race at all. This is not to say that racist cops won't target a specific race because they do and are doing so. That is not the fault of the system however. It is a fault with in individual human beings. This is why there is no such thing as "institutionalized racism" in the way that you try and explain it eco. The only institutionalized racism is AA and hate crime legislation. But even that is not really racism. Bad laws yes. But not really racism as they were meant to correct a problem but have failed miserably and only made things worse.
Now I know that you will continue to ignore the very real fact that only individuals can be racist and try to claim the whole is racist in the guise of institutionalism. But that is nothing more than a generality that is also based on willful ignorance. Willful ignorance because you don't want to admit that minorities have a very large say in how things go. You don't want to admit it because then that would bring in the very real fact that people are individually responsible for their actions. That they can't just blame everything that happens on something or someone other than themselves.
Racism exists and it is very real. Don't water it down by attempting to place the blame on everyone "not you". Place the blame on the individuals that perpetuate such garbage. There's a very real reason that people such as Jessie Jackson and Al Sharpton and Rush Limbaugh are as "popular" as they are. I wonder if you know the answer to the why of that? I'll bet that you'll get the answer wrong though. Assuming that you'll even attempt to answer the question and not just try and side step it or spin it.
