Executive Discretion: is it important for government to have?

There's no blanket answer. It depends on what was granted to them by their state or the federal Legislature. Some do, some don't. Some are explicitly spelled out, others are more due to their purview which grants them wide discretion.

Well you're not indicating what it's related to so I can't address that. I can address that the topic is too broad for a yes or no answer as currently presented.
