Probably a combination of the two.

It's mighty hard to change most old folks habits.

They'd rather keep doing it the old way, even when the new way is cheaper, easier, and doesn't stink up the neighborhood.

The Obama administration is not anti Israel. They are indecisive weak afraid of firm pressure on all radical Islam...
