Is there any possible justification for what is happening in the Video

Is there a circumstance in which the officer is Justified?

I'm pretty sure that in California the definition of 5150 is:
When a person, as a result of a mental health disorder, is a danger to others, or to himself or herself

In this particular instance, I believe that the officer fits the description better than the woman being assaulted.

The lady was walking into traffic lanes on one of the heaviest traveled sections of the Interstate Highway System.
Definitely a 5150.

The CHP officer probably saved her life.

Obviously, I'll hold my verdict until a review board rules on the matter, but as a third party I could see many better ways to handle the situation. Part of the California POST curriculum deals directly with restraining moves, which prohibit the movement of an active individual, without the need to pummel them in the face.

In looking at the video, the officer in question appears to have totally forgotten his training and jumped straight into a panic-style tackle.

Did you see the video that showed what transpired three minutes before ?

I didn't think so, because there is no video.

Did you see the interview of the person who took the video and he explained why he was laughing so much ? I did.

I agree, which is partially why I said I'd reserve my final judgement until after a review board has ruled on the matter.

That being said, I did carefully watch this video, and noticed that the officer was calmly standing at the beginning of the clip. I also noticed that his approach and initial detainment were all wrong.

Brute force should never be used to compensate for a lack of proper technique, when it comes to restraining a citizen.

I'm going to assume that the vehicle that you see parked off on the shoulder is that of the off duty police officer who came to the assistance of the CHP officer.

He pulled off to the shoulder for some reason, he must have seen something happening up the road that caused him to pull over.

Then you have the individuals who were taking the video, they were laughing before the CHP tried to apprehend the lady and kept on laughing. They must of saw what took place before they started videoing the incident. It's not normal to laugh when a cop is beating someone unless you're 5150.

Maybe they did video what took place before the beating but it was left out for a reason ?

USC Medical Center said there was no injuries to the woman. And she's sitting in the mental ward right now.

Who knows, the CHP officer might have saved the lady's life from being runover by a car ?

Well the person you hear laughing while filming the incident said that before he took out his camera the lady was out in traffic while runing around in circles around a red pick up truck.

That the CHP officer was trying to get her out of the traffic lane and he said it reminded him of the "Keystone Cops."

Then there was the official CHP response, more transpired before the 5150 was running circles around the pick up truck.

You were talking about the people taking the video laughing. I thought you were talking about the lady being beaten is 5150. I didn't see where you said the lady was laughing.

To be fair, I don't think he was talking about the lady being 5150. I don't know what he was talking about, really, but I do believe him when he says it was not that.
