I don't know if this is actually based off comments Jay Z has said as much as it is probably about particular items of jewelry he wears that make the comment for him.
 
Sterling is unquestionably the larger bigot in my mind, and it goes well beyond a this individual comment.

That doesn't mean that Jay-Z's support of the 5-percenter's isn't support of bigotry in it's own right and problematic, but if you're specifically asking which is worse I'd put Sterling and his actions related to his housing projects winning out.
