1) 9th Amendment: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."It is not a right regardless of what is included in the Constitutional wording of amendments relating to those who may not be disenfranchised...
I.e. the Bill of Rights was never intended to be an exhaustive or complete list of rights. In fact, treating it that way was Hamilton's fear.
2) As already noted, the Constitution explicitly refers to a right to vote.
