In other words, I think that the benefits of allowing teeenagers to have some unmonitored and restricted internet access outweigh the risks and downsides.

I think it's great, if they prove they can handle the responsibility. A lot of teens won't ever get caught up in something - either pushing the negative or receiving it. Parents should be more judicious.
 
It's very rare for a verbal bully to punch you in the face, especially on the internet where punching someone in the face usually leads to needing a new laptop.
Actually, it would be two laptops because he would have to punch through his and then out of the person's screen he's punching. Yeah, I can see that being rare.
