Creating terror - A mans to an end, or the goal?

Is "creating terror" the goal of terrorism, or is merely a means to an end?

I personally believe terrorist groups are made up of the hate filled individuals in society who simply find an ideology/religion or outlet to express that hate. I believe that even if their terrorist acts achieved some set goal that many in these groups would simply find a new target or goal because their real purpose is to harm others with no other real reason involved. Some people just want to hurt others.

Terrorism is born from pissed off people who have no ability to affect a system.
 
In hindsight, I should have added a choice for both

I'm not so sure you should have. I think it's pretty important we come to understand that terrorism should be reserved for people who are trying to cause social/political change and that's their method (as jredbaron said on page 1).

If we think of terrorism as just the production of a fear response in people, then I think we are on a slippery slope, and government has made for itself an unconstitutional trump card.

Though I agree with you, the fact remains that this a poll of peoples' opinion and that peoples' opinions often have nothing to do with the facts
