In case you have not noticed, all of our national leaders, with the exception of the POTUS, are elected at the state/district level. Their general popularity is unimportant, if they satisfy those elegible to vote for (or against) them in their next election. As with two people fleeing an angry bear, it is not required that either be any faster than the bear, merely faster than the other person also fleeing that bear. ;)
