I don't have a problem paying for welfare in the manner in which it is supposed to be used, as a stepping stone and temporary help. The problem with the system is there is no mandate for recipients to get an education, training or a job, so some people are in and out of the system like a revolving door.

I don't think giving condoms out to 11-year-olds would solve or even come CLOSE to solving our "problems."
 
Condoms should be given out like free candy starting in middle school at the latest.
With "free fittings" by the gym teacher behind the weight room after school. ;)
