The check on that power comes by way of votes. Do we voters want a strong commander in chief, or do we want an attention whore who loves excessive vacations and golf dates?

Like anyone here is a credible judge of these things.

We need to have as many as it takes to deter a nuclear attack; the number we need is a function of how many our adversaries have and how rational they are.

Ideally zero. In fact any weapon you don't want an individual to have, you shouldn't allow the government to have. But that's more pipe dream than anything else.

I suppose enough for defense. The real problem with nukes is the global fallout they can produce. Conventional weapons are more useful than nukes and generally just as efficient for many jobs.
