Does the Catholic Church follow Vatican II?

A couple excerpts from Vatican II, and comments.

""We cannot in truthfulness call upon that God who is the Father of all if we refuse to act in a brotherly way toward certain men, created though they be to God's image. A man's relationship with God the Father and his relationship with his brother men are so linked together that Scripture says: 'He who does not love does not know God' (I In. 4:8). The ground is therefore removed from every theory or practice which leads to a distinction between men or peoples in the matter of human dignity and the rights which flow from it. As a consequence, the Church rejects, as foreign to the mind of Christ, any discrimination against men or harassment of them because of their race, color, condition of life, or religion." Is Homophobia discrimination, or distinction in the matter of dignity and the rights that flow from it?

"There are disturbing signs of increased racial and economic segregation in urban areas. We deplore discrimination, still present in our society, against persons because of their race, economic status, sex, or religion. Such attitudes contradict the Christian belief in the equality and inherent dignity of all people and they must be opposed." U.S. Bishops, The Right to a Decent Home (1975) 33.

"With respect to the fundamental rights of the person, every type of discrimination, whether social or cultural, whether based on sex, race, color, social condition, language, or religion, is to be overcome and eradicated as contrary to God's intent." Vatican II, Church in the Modern World (1965) 29.

Isnt Vatican II basically an admission that god was wrong and mankind was right? The Catholic church has spent most of its history killing those it disagrees with ( a pretty strong form of religious discrimination) be it the time that the entirety of the Netherlands was sentenced to death* for heresy, the fact that the Francoists killed people for not attending mass in 1930s Spain. Whilst its great that the church has come to the realization that killing people for holding the wrong religious beliefs is wrong doesn't this begrudging acceptance of the enlightenment, which the church fought tooth and nail, challenge the notion of papal infallibility?
