If they are unintelligent, they may not understand that of which they have been informed.
So I have to say intelligence matters most.
not everybody is very intelligent but has enough awareness to know what to do.Social system must let everybody use his potential..

If one was needed to be created...Which goes back to my earlier point, how would we construct an objective measurement? Especially given that political issues are always changing.
-Which of these a, b, c answers is the "Pledge of Allegiance"
-Which of these a, b, c answers is the current president?
-Which of these a, b, c answers is how many states are in the union?
If you cannot answer all those questions you should not get to vote.

I haven't seen any that would fit with the uninformed part, unless you wish to lower the standards all the way to the questions as presented earlier.
Or increase the standards a bit with the like of the following.
Like add a few more about our elective system, Constitution and whether we are a Republic or a Democracy.

Or instead, they could require a certain score/combined even, from something like the Military ASVAB, ACT or SAT.
Note that I'm not asking if uninformed citizens should be allowed to vote. I'm just whether you think they should vote.
Maybe having some sort of quiz or test before allowing someone to vote might not be such a bad idea.

Intelligence.There is no specific tie to politics. One could possess a great amount of intelligence and not be motivated to use it and another could possess a moderate amount of intelligence and a ethic for hard work and self improvement. Which is more deserving in your system?
