Though I do not see this as Socialist, I wanted to put a few things into perspective.

Firstly, and again, we put way too much stock into labels like "socialism." Secondly, there's nothing wrong with a state getting more federal spending than it's citizens pay in taxes, in fact if it was somehow bad or wrong for a state to get more than it pays, then why have federal taxes at all? The only way for a state to get exactly what it pays is to not even send the money up to the federal level to begin with.

No, the Federal Government in theory works on projects and issues that affect the nation as a whole, that means sometimes a single state will get more attention than others because lets say a military base is being built there. And it has nothing to do with the typical leaning of that state, other parts of it is just pork spending.

And lastly, if "taking more than you give" constitutes socialism than we are all socialists because every single American is guilty of living in a system that takes more than it gives via the act of borrowing billions and billions of dollars every year. True Story.
