Could this stem from ancient kung fu goats reaching enlightenment enough to frighten unmartialed women and children (and maybe even ancient weak men) into fearing "SATAN" evil goats?

The horns, the cloven hooves.....all clearly indicative of satanic origins.
The fact that all their head-butts are directed at the men's testicles doesn't help much, either.

It's an attempt (successful I may add) to associate pagans with evil.
Although, they weren't never quite successful in removing paganism completely.

So much of it exists today, unbeknownst to it's everyday users.
