Can you ever ever recall a single instance where private citizens were allowed to cruise a private watercraft in an area reserved for spacecraft recovery?
This is flat out interference with a spacecraft recovery and such actions pose an extreme danger, to the craft, to the astronauts inside, to the personnel (both military and civilian) who are conducting recovery operations and finally, to the boaters themselves.
When these were exclusively NASA operations, the recovery teams consisted of Navy Frogmen and Navy SEALS.
Now that SpaceX (a private corporation) is partnering, they're employing the US Coast Guard instead.
Let me ask everyone who is wondering what the problem is:
Are we civilians allowed to drive our cars on the tarmac at an airport at ANY time whatsoever and are we allowed to drive on the tarmac while aircraft are taking off and landing?
There's absolutely no difference just because the tarmac happens to be the ocean.
If you're pulling such a stunt at an airport, the FAA has federal jurisdiction and local law enforcement will arrest you and impound your car, yes? If you're directly interfering with a landing aircraft, you will be charged with a felony.
