Would we ever shoot down a passenger jet?

No ............ shoot down won't ever happen ...........

Yes .............. plan was in place pre 9/11 ..........

I have very good reasoning for my replies but I will refrain from offering here as I am confident it will cause 'issues' for some ...........

The govt has many plans for that, but unless it is an imminent threat they usually try and use military jets to escort them to the ground. In the govt and especially the military, we used the term acceptable lossed, which in short meant the civilian lives saved must be far greater than the civilians killed.
