Maryland officer charged in fatal shooting of handcuffed man - New York Daily News

The Maryland police officer who shot and killed a handcuffed man inside a cruiser has been charged with second-degree murder, police announced Tuesday evening, also revealing the names of cop and victim.

In addition Cpl. Michael Owen of the Prince George’s County Police Department was hit with second-degree manslaughter and other related charges in the death of William Green, 43, Monday as he sat in the front passenger seat of the police car, handcuffed from behind.

I have no idea what PCP smells like, but I cannot see what threat he posed handcuffed from behind that a bit of patience and two police officers couldn't resolve....a tazer perhaps if absolutely needed, but I cant even see that.

Handcuffed then shot? Even fish in a barrel have a better chance.
 
Hopefully this animal gets his just punishment. This has to be resolved by a long prison sentence.
 
I hadn't heard about this. What reason did the officer have for shooting a handcuffed man in a police cruiser? Has he offered any reason? Or as to why he was in the front seat? Or why the cam was off?
