A company whose officials have been major donors to Gov. Andrew Cuomo – and which received an unusual $25 million state grant for projects it was already building – also was allowed by state insurance regulators to issue a huge rate increase for plans sold by its health care company.

For 2017, the Department of Financial Services – which must approve rate increases for companies on the New York Affordable Care Act market – allowed Crystal Run Health Plan to increase its rates by 80.5 percent for individual plans and 58.5 percent for small group plans.

That was the highest in both categories by far for any non-Crystal Run company, with the next highest increase approved by DFS for individual plans 29.2 percent. The approved rates were announced by DFS in August 2016.

Crystal Run executives, doctors or their spouses have given at least $400,000 to Cuomo, including 10 donations each worth $25,000 over a two-day period in October 2013. A Cuomo campaign spokesman has said the donations stemmed from a fundraiser. Seven of the donors had otherwise not given in a New York election for at least a decade.



Way to go NY. Cuomo is so crooked, yet he remains popular to NYC and surrounding areas. He gives the liberals there what they want to distract from what he does to enrich himself. HE NEEDS TO GO!

What!!?? Big donors to the Republocrats being rewarded with profitable government rules/regulations!?

I'm pretty sure that if you started actually holding politicians accountable for corruption and throwing them out on their ears, we'd have no politicians left. Though perhaps that wouldn't be the worst of things.

So, the OP is saying that the price increase is unwarranted and that the price increase wouldn't have happened had they not been a Cuomo donor? None of that has been established.

The NYS Insurance Commission is not under control of the governor and would probably have granted the increase based upon evidence.

The legislation that created the Department of Financial Services, known as the Financial Services Law, was introduced as part of Governor Andrew M. Cuomo’s 2011 budget.

The Governor's purpose in consolidating these two agencies and creating the Department of Financial Services or DFS is to modernize regulation by allowing the agency to oversee a broader array of financial products and services, rather than the previous system of limiting regulation to services provided by only certain types of institutions.

As of October 3, 2011 the New York State Banking Department and the New York State Insurance Department are abolished and the functions and authority of both former agencies transferred to the New York State Department of Financial Services.
