    This dog didn't attack a person. It killed one neighbor's ankle biter dog and then a few months later bit the same neighbor's replacement dog on the neck.

    Not really taking any side here but: I don't think I have ever met a small ankle bitter dog that did not have a big dog attitude.. They also can be very annoying, ( YAP, YAP YAP). Owners have to be responsible enough to make sure that dogs don't get out ( ever).

    I watched the little dog that lives behind my property, come into the property next to me and get in the face of the husky mix dog and proceeded to get shaken/chewed up.. I thought he was going to get killed, and every time the husky mix dropped the little dog, it would turn around and start yapping/snapping at the big dog again.. I could no/ would not do anything, not my property and not my dogs. Finally the lady from the behind property came out screaming at her dog, at that point the little dog hoped through the fence and left..

    I do everything I can to make sure my dogs don't get out..

    I doubt the executive right to pardon extended to animals. Hell, the fancy dan founding terrorists were racists, purveyors of genocide. Lesser races were only important in a legal/constitutional sense in getting more favors for one group of racist whiteys or another.
