Considering that the DOD wants to separate service members who were/are non-deployable for 12 consecutive months, I don't think the military wants to retain transgender service members and this policy is an easy way to push them out without officially stating it. The entire gender transition process takes about 18 months to complete after surgical operations, hormone therapy, etc. which would preclude service members from getting gender reassignment surgeries while in, lest they get the boot. We never had a trans person apply when I was recruiting, but there were guidelines that stipulated a waiting period and there was plenty of red tape, such as waivers, that would make the process take a while to discourage applicants. I have not yet heard of anyone having the surgery and then successfully joining the armed forces, but I haven't look to hard to find any examples.
