This laffer of a line in the White Paper sums it up excellently....

"The PLA is a staunch force for world peace, stability and the building of a community with a shared future for mankind.

Indeed, the Dictator-Tyrants in Beijing insist on "sharing" their nightmare that is Chinese society and civilization with the world and across the world.

So it's vital to know the entire armed forces take their oath to the Chinese Communist Party. It's the only oath Chinese take on entering the military in China. There's no oath to a constitution, no oath to the people of the People's Republic nor to anything other than the Party. The oath is to the Party and its leader. Leader is of course Xi Jinpingpong who just a couple of years ago declared himself commander in chief.

Xi is chairman of the Central Military Commission of the Standing Committee of the Chinese Communist Party. The Chinese military is only vaguely a state force however. PLA et al are entirely the military arm of the Party. Number one in the Chinese military is one's loyalty to the Party and knowledge of its doctrines, ideology, dogmas, both civilian and military.

No one must be a member of the Party to join nor does anyone joined need to become a Party member unless he gets to the rank of colonel. In addition to the rank of colonel and general costing the guy an arm and a leg of bucks, he must apply to the Party to join and be accepted to get the rank.

The rank and file of the Party's armed force must spend 30% of their time studying, learning and actively engaged in Party education, indoctrination, acceptance. China has military academies and educational institutions for enlisted and officers through the ranks of their career, however, these vehicles are Party dominated and controlled -- they exists as organs of the Party and its teachings.

As you'd know the PLA et al (Navy, Air Force which are a part of PLA command) and which are the military arm of the Chinese Communist Party have emulated the CCCP military of the USSR for almost all of the 20th century. Mao adopted the Soviet doctrines of warfare and military organization from the time of the early 1930s. PLA et al have marched and fought in the Soviet and Stalinist military manner to include of course the Russian goosestep.

It's only since Xi became chairman of the Party and president of the republic that PLA forces land, sea, air have pursued the American philosophy of warfare. They're not doing very well at it either as the White Paper does admit. "Needs improvement" is essentially how the WP puts it of the Party's armed forces.

The Party's "long game" timetable as Western types call it in folly keeps getting longer and longer...and longer...to attain. Xi's campaign to reorganize and restructure the PLA et al to become more like the USA military can't get off the ground so to speak. Chinese troops both enlisted and officer aren't up to the task in any respect. Initiative and resourcefulness are their most prominent challenge but their inability to adopt US military fight doctrines is the most discouraging to 'em.

PLA "Blue Force" the Americans has been engaging the PLA "Red Force" the Chinese for several years in ftx, the Blue Force emulating as best they can their understanding and capabilities of the USA armed forces. Blue Force prevails almost every time, sometimes leaving Red Force commanders weeping in their humiliating defeat.

The WP admits this but only because it is well known to the Pentagon and to US allies of the region Beijing is trying to subsume. Chinese hate to fight and they go to great lengths to avoid wars becuase their history of fighting and in wars is abyssmal. So the CCP Dictator-Tyrants in Beijing know they have to try to outsmart the US.

As the WP confirms, it's not going any better for the Chinese presently than it had gone in the past. The corps of cadets at West Point could have defeated Chiang Kai Shek. Chiang spent his resources during WW II fighting the Japanese while Mao and his Party troops spent their WW II time indoctrinating the villagers throughout China.

So it was no wonder after the war Mao had the resources to prevail over Chiang. It's also well known from thousands of years of history that the only armies the Chinese can defeat are the armies of other Chinese. Or an "army" of unarmed civilians as at Tananmen square in June 1989. The driving reason Deng Xiao Ping sent the PLA into the Square is that the mayor of Beijing said huge numbers of the city's population ertr on the verge of joining the protests.

The US has a new posture toward the CCP-PRC and it is containment.

And dismantlement. Knock 'em back a decade at the least. Make 'em start over again this time more favorably to the USA.

Interaction between the Boys in Beijing and the USA will be more favorable to USA and less exploitative by Beijing. It's a big psychological kick in the ass to the people of the People's Republic that the United States isn't their sucker punch friend any more.

The shift started during Obama's second term in very low key ways and sporadically on only a few issues, mostly military as in the South China Sea. That''s going well now as the French Pacific Fleet sails with the USN and UK has committed one of its two new aircraft carriers to the SCS and environs.

In respect of Taiwan the US last month sold $15 billion of new Abrams tanks and the new F-16 Viper model that has upscaled technologies.

Singapore is basing the new USN Littoral Combat Ships and is a regular shore leave and supply stop for USN. Much of the Singapore Air Force is on Taiwan where its crews get their flight training over uncontested Pacific waters.

Australia is getting 11 Barracuda subs from France and Vietnam which is now a depot of US supplies and equipment has six new Russian Kilo subs and their Klub missile that penetrates into the China mainland. India trains the VN Navy submariners in the Kilo boats and has huge new naval and air bases on the Andaman Islands at the north end of the Strait of Malacca.

Two USMA grads, Mark Esper secdef and Mike Pompeo as secstate like the island basing strategy adapted from island hopping in WW II to base the new intermediate range missiles being tested now that the treaty with Russia is dust. Islands such as New Guinea, Midway, Guam, Solomons, Micronesia and other treaty allies or partners and so on and so on.

In technology Beijing's 5G depends on technologies from Microsoft and Google which are cut off from 'em now. Huawei is laying off thousands in its home city of Shenzhen next to Hong Kong. Huawei lost $40 billion last quarter and may not last out the year.

The RMB is now at 7 to the USD$ for the first time since the GW Bush presidency. That's already knocked 30% off the value of their foreign currency reserves with the RMB headed toward its old peg of 8.3% which in this day and age is a ballbuster to the Boyz. Trump went ahead to declare Beijing a currency manipulator just last month, first time since 1994 US has done this. CCP Boyz in Beijing aren't ready for this assault in their present state of development either in economics or finance. Debt to GDP ratio has finally hit 300% which the Boyz had been working down until now. The only thing the Boyz can do presently is to crank out cheap money.

The Chinese over thousands of years have one approach to people who disagree with 'em and one approach only. They lecture, scold and holler at you. They berate and bash you until you give in. The Chinese demand you be reasonable and see everything their way. Right away. After all they are The Chinese. This will be changed to cooperation and intercourse. There'll be a lot of butt hurt in Beijing along the way. After all, it's not easy being Chinese. They always find a way to complicate everything for themselves. Mostly by their own temper and temperament foul as they are. The most common word in China btw is no. Second after that comes don't.
