I was watching the ceremony for the USMC SGTMAJ awarded the MOH. I served in the Army for three years way back; when did the USMC go to 3-up and 4-down. Always thought E-9 was 3-up and 3-down.

I'm not enough of a Marine Corps historian to explain when/if they actually changed, but an E-9 (SgtMaj/MGySgt) has had four rockers for as long as I can remember. Well at least as far back as when my Master Guns had his boot up my ass well over a decade ago (Navy officer training. I'm not a jarhead).
 
My dad has 4 down on his old uniform. He was in Okinawa in the late 50s, then went all over the place for a while in the 60s.

Late 1950s when an additional pay grade was added to the mix. The Army retained 3 up 3 down.
