The concern is that the hypersonic vehicle reduces the response time for massive retaliation. The speed of the new vehicle leaves five minutes typically to respond by MAD, whereas the standard ICBM to include the present modes have a margin of 20 minutes or so during which a response can be determined and decided, to include massive retaliation or something less depending on the number and purpose of the incoming.

It is anyway not the cold war. The cold war was about severe differences of ideology, philosophy and means, which meant leaders of USSR and USA were willing to go to the wall for it come hell or high radiation and vaporization. The better dead than red thingy. That was the bipolar world. In the present multipolar world the major nuclear powers know nuclear holocaust is out of the question. Their populations are fat and happy if hard working and hard pressed.

The only danger a hundred years after the conclusion of WW I is another Guns of August, this time a stumbling bumbling nuclear one. **** happens yet the chances are slim. Next to the probability of hell freezing over. We over here have no need to get worked up about the new systems.

Beijing's nuclear arsenal is by design small in relative terms -- some 230 of 'em, increasing incrementally. The purpose is to respond to a nuclear attack by leaving the attacker hurt but not demolished. It's the Chinese notion of deterrence. Chinese are contemplating quitting their no first use policy but getting nowhere with the thought. Russia and USA are the only countries that mean to evaporate the other if push comes to shove. Putin has no such intention from his side of it. While Putin Fanboyz and some Putin spokesmen have made the threat, Putin hasn't ever spoken of it. USN boomer subs would do him in no matter. The boomers can wait a day, a week, a month or more to retaliate, or perhaps months. Boomer subs receive a constant signal from stations located throughout the world. Putin knows what would happen once the signal fails.

It would be fitting that the Right Wingers gave us the president under whom the US loses nuclear superiority. They really suck at picking leaders.

It's a 2 way street and Putin hates us with a passion. He hates all democracies like all criminal empires. Trump is the one who said he wanted to improve relations and like a good sycophant , you parroted him. Meanwhile Trump is dismantling the State Dept. leaving us weak and eliminating a thorn in Putin's side. He even had the sanctions office at State scrapped so no one is there to implement the Congressionally mandated economic sanctions on Russia. Trump is a real ***** when it comes to Putin....why?
