Although Wagner is a PMC, it is always directed by Russian commanders. I can't imagine Moscow ordering such an attack being well aware that US/Kurdish forces controlled this battle space. Did a Russian commander overplay his orders?
After thinking on this a bit, I've revised my position.
Now I do think Putin and the Kremlin ordered this attack on US/coalition forces near Deir Ezzor. Why? The answer goes back to early-January 2018 when Turkey's dictator Erdogan began positioning Turkish armor to invade Afrin, Syria ... one of the three cantons (regions) in northern Syria that make up the Syrian Turkish homeland of Rojava. Erdogan was well aware that the Rojava Kurdish militia's (YPG/YPJ) had been fighting alongside US forces against ISIS since late 2014 and had decimated ISIS in central Syria east of the Euphrates river and captured the ISIS capital city of Raqqa. YPG/YPJ forces were at that time clearing the strategic city of Deir Ezzor of ISIS. Deir Ezzor is the largest significant city until one reaches Iraq. Erdogan attacked Afrin with tanks, artillery, and F-16's on 20 January despite knowing that the Syrian Rojava Kurds were close allies of the US. Erdogan's excuse was that the YPG/YPJ was aligned with Turkey's Kurdish PKK which both Turkey and the US consider a terrorist group. The US does not share this viewpoint.

To date, Turkey claims it has 'neutralized' (killed) up to 800 YPG/YPJ militia (and at least 100 civilians). A US force in Manbij, Afrin region is blocking further Turkish advances and the US commander says his force isn't moving. Trump said nothing. Erdogan threatened to strike at the US force in Afrin....

Putin no doubt viewed this as US weakness and a lack of Trump/US strategic plans for Syria. He decided to test this US weakness by striking at Deir Ezzor with Syrian, Hezbollah, and Russian kontractniki forces. Probably, US SecDef James Mattis gave the order for US/Kurdish forces in Deir Ezzor to respond with extreme prejudice. The Russian/Syrian/Hezbollah attacking force was decimated (~500 KIA).
Yesterday, Tillerson met with Erdogan in Ankara. In a press conference, they agreed to work together on a number of contentious issues. Foreign Minister Mehmet Cavusoglu said Turkey expects US forces to withdraw from Manbij, Afrin. Tillerson was non-committal on that point. As is well known by now, Rex Tillerson may have been an excellent CEO at Exxon-Mobil, but he is a lousy Secretary of State. I hope he hasn't stabbed our Syrian Kurdish allies in the back to placate Erdogan and allow Turkish forces to ethnically cleanse Rojava.
