Bomber pilot picked to be the Air Force Academy's commandant of cadets
The Air Force has nominated Col. Kristin Goodwin to be the commandant of cadets at the Air Force Academy, officials confirmed to Air Force Times on Tuesday.
Goodwin, who is also nominated for appointment to the rank of brigadier general, has been serving as the senior military assistant to the secretary of the Air Force in Washington, D.C.
She previously led the 2nd Bomb Wing at Barksdale Air Force Base in Louisiana, becoming the wing's first female commander. Before that, she served as the vice commander of the 509th Bomb Wing at Whiteman Air Force Base in Missouri.

I can tell you this from only reading the title however, the US Constitution gives Congress (the Senate specifically) the final word on promotions of all officers in all the uniformed services, most especially flag officers. The Navy doesn't want to get into a Constitutional pissing contest with Congress over this. It falls under the "Advice and Consent Clause" of the US Constitution, and Title 10 of the US Code.
