20% of Americans own 85% of the country's wealth. Shouldn't they pay more than just 40% if they own 85% of the nations wealth? If the wealth gap wasn't so wide, perhaps the other 80% of Americans could afford to chip in.

Nope, its an income tax not a wealth tax. Its the bottom 80% who consumes most of the government expenditures
