UNITED NATIONS – Experts from the U.N. and the chemical weapons watchdog are blaming the Syrian government for an attack on April 4 using the nerve gas sarin that killed over 90 people. The report by the experts supports the initial findings by the United States, France and Britain that a Syrian plane dropped a bomb with sarin on the town of Khan Sheikhoun. Syria and Russia, its close ally, have denied any attack and strongly criticized the Joint Investigative Mechanism, known as the JIM, which was established to determine responsibility for chemical weapons attacks in Syria. The report's key findings and conclusions, obtained by The Associated Press on Thursday, state that the JIM's leadership panel "is confident that the Syrian Arab Republic is responsible for the release of sarin at Khan Sheikhoun."

No legitimate government uses the deadly chemical agent sarin against its own citizens. Russia vetoed a UNSC resolution for further UN/OPCW investigation to determine exactly who in the Assad regime was involved.

They cannot afford to allow the globa community to take action against someone that did something Putin and Xi think they ymight have to do. Don't forget that this whole mess only got going after Assad sent in the police against demonstrators and beat them down, much like recently in Barcelona. It can happen and in ridged autocracies it is a periodic occurrence.

I don't approve of the use of NBC Weaponry. But, it is just these kinds of things that get the US in trouble within the Middle East, and Arab League Nations.

They cannot afford to allow the globa community to take action against someone that did something Putin and Xi think they ymight have to do. This presentation lists the CHEM ATTACKs for the period MAR 2013 - SEP 2017. The Report of Inquiry (ROI) from the Organization for the Prohibition of Chemical Weapons (OPCW) Fact-Finding Mission (FFM) on the subject of Chemical Weapons Use on Khan Sahkhun, 4 April 2017, what is sometimes referred to as a "Bandwagon Report." Read the excerpt carefully:

Principal methods for collecting and evaluating the credibility of information included: research into incidents and existing reports; assessment and corroboration of background information; conduct of interviews with relevant medical care providers, alleged casualties and other individuals linked to the reported incident; the review of documentation and records provided by interviewees; the assessment of the symptoms of victims as reported by interviewees; and the collection of bio-medical specimens and environmental samples for analysis.

The bio-medical samples collected from three victims during their autopsy were analysed at two OPCW designated laboratories. The results of the analysis indicate that the victims were exposed to Sarin or a Sarin-like substance. Bio-medical samples from seven individuals undergoing treatment at hospitals were also analysed in two other OPCW designated laboratories. Similarly, the results of these analyses indicate exposure to Sarin or a Sarin-like substance.

Samples taken from three victims and revealed exposure to Sarin or a Sarin-like substance. It says nothing about the source of the exposure or the origin of the substance.

If we take these reports as gospel, so what? This is a Syrian-on-Syrian set of incidents; what is the enforcement protocol on the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction. There is no question that Article 1 of the Convention (which is a "never under any circumstances" pledge) is an unambiguous set of demands. What can an enforcement regiment do in terms of punishment to induce compliance, that has not already been done by the current Conflict already in progress? What would be effective, without creating yet another country that will become a factory for even more Hostile Insurgency Operations, Radicalized Islamic Behaviors, Jihadist and Asymmetric Violence?

The Region of the Middle East, and indeed the 22 Countries of the Arab League is nothing but trail of craters left by the diplomatic and military interventions by the senior Allied Powers that ultimately failed. What is the solution to the never ending question of how do we help, rather than make worse, the situation in such a way that the virus that is a threat to regional security does not spread beyond the troubled areas already infected?
