Now isn't this interesting.

Israel is not a true theocracy, but it is a Jewish state with no separation of powers. And it seems that complicates things a bit.

And wow, 10% of the voting population is in Yeshiva? That's a lot of Jewish men opting out of secular society!
 
Why should they be exempted?
They're supposedly exercising their religious calling of devoting their lives to the study of the Torah. Similar to the way Catholic Seminarians (and ordained Catholic Priests) in the U.S. were exempt from the draft.

However they're not studying to be Rabbis, but rather they're fulfilling the highest conservative calling of Judaism - to devote oneself to studying the Torah.

So they kinda' lie in a grey area ...

The reason for that is that the ultra right wing tends not to have marketable skills, but also has a high birth rate. While SOME ultra orthodox rabbi's had promoted military service to get marketable skills, too many I think were too interested in 'being holy', and other people pay for their living. That is not sustainable.

I will also admit I have a prejudice against religious isolated communities.
