President Vladimir Putin has signed a bill to deploy Russian Air Force units to Syria, the Interfax news service reported on Friday.

The new law ratifies an earlier agreement signed between the Russian Federation and the Syrian Arab Republic in August 2015, which first authorized the deployment of Russian military forces in Syria.

According to the agreement, the Russian Air Force is considered to be on Syrian territory at the request of the Syrian government, and it shall be allowed to utilize the air base at Hmeimim (Latakia province) and the surrounding infrastructure as necessary.

The text of the agreement further states that all arms, ammunition, and equipment necessary to sustain the Russian units shall be imported free of any charge.

Russian personnel and their family members are granted diplomatic immunity in the agreement, and all transport means used to ship equipment and ammunition to Syria is to be immune from inspections, searches, or impounding.

The agreement also states that the Syrian government will not make any legal claims against the Russian government or the personnel of its armed forces serving in Syrian territory.
 
I wonder if the Putin/Assad agreement (SOFA) also mentions carpet bombing, cluster munitions, and incendiary bombs.

All violations of the the Geneva Conventions of War which both Russia and Syria signed.

I'm pretty sure that the Russians are not worried about the niceties in their Military Aid Pact as the US is.

I'm glad to see the Syrian Government getting the help it needs and deserves.

Russia haven't signed it, neither has the US.

The Syrian government has little legitimacy to make treaties with other countries. But Assad and Putin are two chips off the same block, I guess and should cut good figures in The Hague.
Quite the countrary, the Syrian regime is the only source with the required semblance of legitimacy in this mess that this country has become. Unless you believe that those jihadists vying for power in Syria do bear their share of legitimacy. o_0
But I acknowledge that on the ground, nobody takes notice of what Assad thinks or decides. The whole country is in the hands of warlords who answer to no one. And the Russians have to make do with the situation.

Nope. You might have been able to argue that prior to 2005. But since R2P has become a UN norm, it is not permissible to allow dictators to torture thousands among the population it controls to death, bomb the people to keep power and gas them in the streets. By doing this the dictator looses his legitimacy before the global society. That he had lost it domestically became clear, when the demonstrators did not go home, when he started machine gunning them.
