I am not saying it is not true, but I am not going to believe anything (without factual proof from an unbiased source) a government says about another country/organization that they are at war with.

I don't see why the US Treasury would lie about this. There isn't that much propaganda value in saying that ISIS is getting rich off of black market oil.
