Under most circumstances simply failing to report a crime is not prosecutable. You would have to take actual proactive steps to conceal the crime or lie about it if asked by authorities to get in legal trouble.

There are probably some state-by-state exceptions to that.
 
I would...
I would go to my nearest municipality and discuss the matter letting them know about the activities.
Of course I need solid evidence but it's putting a thought or two on the minds of the authorities. In other words raising their curiosities.
