I've read that up to 75% of people incarcerated are HS dropouts. The above report states that a full 70% of black males aged 18-34 that do not finish HS will be jailed at some point.

Let me see, go to school for 6-7 hours a day 180 days a year or go to jail for 24 hours a day for god knows how long. Rinse repeat.
 
This makes sense. Good education would lead to a good, or at a least decent salary. When people have poor salaries, and no way to get more money, they often resort to crime.
 
3 things that result in a much lower quality of life...

1) Failing to graduate high school.
2) Getting pregnant(or getting someone pregnant) before 21
3) Not getting a job (ANY JOB) out of high school or in high school if you don’t go to college (and even if you do).

I suspect there is an element of push and pull there. It’s clear how not graduating high school could be a factor in a life of crime but equally some of the other factors that can lead to a life of crime will also negatively impact education. It’s the kind of issue that really needs much more holistic solutions.

Don't commit a crime.

Plenty of "drop-outs" don't end up in prison.

This number may go down since the employment picture looks better...
However there are certain individuals without care will add to the 75 percent.

This is true. But I think that the point here is that being a drop out puts you in the “at risk” section.

All the more reason to pay educators next-to-nothing.

Yes, it's a risk reward thing; think of how the Kennedys and the Clintons parlayed lives of crime into fabulous fortunes and prominence in the Democrat galaxy of criminals.

African Americans are incarcerated at more than 5 times the rate of whites.

The imprisonment rate for African American women is twice that of white women.

Nationwide, African American children represent 32% of children who are arrested, 42% of children who are detained, and 52% of children whose cases are judicially waived to criminal court.

Though African Americans and Hispanics make up approximately 32% of the US population, they comprised 56% of all incarcerated people in 2015.

If African Americans and Hispanics were incarcerated at the same rates as whites, prison and jail populations would decline by almost 40%.

Drug Sentencing Disparities

In the 2015 National Survey on Drug Use and Health, about 17 million whites and 4 million African Americans reported having used an illicit drug within the last month.

African Americans and whites use drugs at similar rates, but the imprisonment rate of African Americans for drug charges is almost 6 times that of whites.

African Americans represent 12.5% of illicit drug users, but 29% of those arrested for drug offenses and 33% of those incarcerated in state facilities for drug offenses.

The point was some people are more likely to be jailed than other people for the same crime. This is a fact that has been widely researched and reported on.

It's too bad that you appeasers never include any research of how many of these poor criminals were repeat offenders before a judge got tired of their act and finally sent them to jail.
